Non Profit and For Profit Company Structure

What would the structure of a company look like if it was established that a non for profit company provided the labor staff only for a for profit company?

The for profit is a home builder responsible for the labour aspect of construction from bottom up including all finishing work.

The non profit would ensure the prudent use of all assets i.e. people and machinery including oversight building codes, towns municipal laws, and regulations for the for profit company.

The for profit company would pay the non for profit company for the use of its labour staff and machinery.

Is this scenario feasible?
