Is there a legal way to deduct 5k of walls/carpet/and some fixtures?

It seems unreasonable that he would have to depreciate these items over 39 years. After a quick Google search, I can't find anything that would suggest the buildling owner can take certain de minimus amounts like this. The adjusted basis of the property is 98,000. Is there a legal way for a commercial building over to deduct $5k worth of walls, carpeting and some fixtures? Thanks.
