Courier tax return

Courier tax return

I am new to this sort of thing, I am just helping a relative complete his tax return. He is a self employed courier who is supplied with a van by Fed Ex who also give him a weekly fuel allowance, so I understand that he is unable to claim for mileage. This year he has almost no expenses to deduct from his earnings, only laundry expenses really. What should we be looking to claim for and keep receipts for next year? 

It doesn't seem to me that he is self employed in the true sense of the word. He is essentially an employer courier who doesn't pay PAYE tax and has to file his own tax return. Why is he self employed?
