Omitting business deductions

Is choosing to not deduct some business expenses in order to maximize

a refund incorrect in any fashion? According to my understanding of the tax

code, it is required to report all of your income, but it is your choice (I.e. allowable)

to take deductions.  I have heard from some sides that this is considered fraudulent ??

I would consider it just taking advantage of the tax code and good tax planning.
