1040A - UK based

I am a UK based accountant attempting to complete 1040A. Are there any restrictions to stop a foreign accountant doing this for clients (US citizens in the UK).
How do I complete a W-2 for an employee of a British company that obviously doesn't have an EIN? I am trying to use https://taxes.hrblock.com to do it.
Any suggestions

Interesting questions - I'll try and address them from memory - as the "Submit Q&A reply" screen does not seem to show your original questions.
On the 'what would stop a UK accountant from preparing question' - it is required for paid preparers to sign the form and include their SSN (Social Security Number), or an alternative number the PITN (Preparer Tax Identification Number, which is intended to be used when a paid tax return preparer does not want to their SSN for security purposes on prepared returns, and this number appears to require an SSN before you can request it in any event) http://www.irs.gov/pub/irs-pdf/fw7p.pdf
