The Internal Revenue Service named David R. Williams as director of the electronic tax administration and refundable credits unit.

The electronic tax administration office oversees the e-file program that is now used by most taxpayers, the IRS said, as well as the IRS.gov Web site [1].

Williams most recently was IRS director in charge of the earned income tax credit (EITC), health coverage tax credit and telephone excise tax refund programs, the agency said. Williams previously served as deputy assistant secretary at the Treasury Department.

The IRS also announced that Debra Holland will become the director of the EITC program. Both appointments will become effective later this year, the agency said. Holland most recently was director of the pre-refund program office.
