Before leaving town, Mr. Pitt appointed David Levine, former SEC chief of staff, to a return engagement in the same position. Mr. Levine was also unavailable for comment.
Mr. Pitt was confirmed  by the Senate on August 1, and was expected to take office within two weeks.
