Under pressure from various groups including the National Treasury Employees Union and the National Taxpayer Advocate, both the House Ways and Means Committee and the Senate Appropriations Subcommittee on Financial Services and General Government have voted to slash funds for the controversial IRS debt collection program. In the past year, the IRS successfully collected $20 million through its outsourced private debt collection plan. Could they have collected more if they had done the job in house? Think about it - is there any outside collection agent who could be more intimidating than an IRS agent? Concerns about privacy issues in using the outside collectors seem to have been unfounded, but those who criticize the program are convinced the IRS could perform the collection process in-house for much less than the collectors are charging.
