FRAUD TIP: CHEATING MERIT-PAY


The Houston School system just became the largest in the nation to adopt merit-pay focusing on test scores. There's nothing wrong with pay for performance. But put money on the table, and some people will cheat. How do teachers cheat? Change students' test scores. So the breakdown comes if there's no mechanism to assure the performance actually occurred. Chicago tried merit-pay in the late 1990s. It didn't work. "Teachers and Sumo Wrestlers", the first chapter in Freakonomics, found that 5 percent of teachers blatantly cheated. What's this got to do with accountants? Answer: If teachers are cheating to bring more money into the school to pay their bonuses, the funding is being obtained illegally, which violates SAS 54, "Illegal Acts by Clients".
