A study of health insurance costs in northern Ohio performed by the management consulting firm of Hewitt Associates shows health insurance costs on the rise at an average rate of 16% per employer. The underlying cause seems to be the rising costs of medical care, and in particular the rising costs and increased usage of prescription drugs. The Internal Revenue Service issues a statement on Wednesday that made clear its position on charities, churches and tax-exempt groups who support or oppose political candidates.Wrong, wrong, wrong.According to the documentation, the IRS said these organizations cannot 'endorse any candidates, make donations to their campaigns, engage in fund raising, distribute statements or become involved in any other activities that may be beneficial or detrimental to any candidate.'The Service issued a similar statement in 1992 and 1996.
