In partisan voting, the Senate has voted down the Buffett Rule, ensuring, for the time being, that Warren Buffett's secretary and other worker bees will continue to pay a higher percentage in taxes than some of their employers who use the tax rules to their advantage.

I take comfort in knowing that as long as there is a revenue-based tax, there will be complaints of unfairness and plenty of jobs for tax accountants. Perhaps it's time to reopen the debate on consumption-based taxation with exemptions for basic costs of living.
