AICPA Presents Outstanding CPA Career Contribution Award and Outstanding CPA in Government Impact Award

The American Institute of CPAs (AICPA) announced that Marcia Buchanan, CPA, of Washington, DC, is the institute's recipient of the Outstanding CPA in Government Career Contribution Award.
 
The AICPA also announced that Jennifer Coleman, CPA, CGMA, New Orleans, Louisiana; Pamela Leary, CPA, Juneau, Alaska; and Alfredo Riverol, CPA, Miami, Florida, are the inaugural recipients of the Outstanding CPA in Government Impact Award. Coleman received the federal government award, Leary the state award and Riverol the local award.
 
Richard Caturano, CGMA, chairman of the AICPA's board of directors, presented the awards August 12, 2013, at the thirtieth Annual National Governmental Accounting and Auditing Update Conference in Washington, DC. 
 
The Outstanding CPA in Government Career Contribution Award recognizes the impact of significant contributions of the CPA to the efficiency, effectiveness, or innovative service delivery of their respective local state or federal employer organization. This award replaces the previous Outstanding CPA in Government Award. 
 
The newly introduced Outstanding CPA in Government Impact Award recognizes CPAs working in federal, state, and local government who have contributed significantly to increased efficiency and effectiveness of government organizations and to the growth and enhancement of the CPA. Current or recent accomplishments (three to five years) are the focus of this award. 
 
"Marcia, Jennifer, Pamela, and Alfredo are among the most influential leaders practicing government accounting and auditing," commented Richard Caturano, CGMA, chairman of the AICPA's board of directors, during the presentation ceremony. "Through their vision, dedication, and commitment to leadership, our 2013 winners of the Outstanding CPA in Government Awards consistently raise the bar within our profession and have earned our esteem. They are, in fact, the cream of the crop."
 
Buchanan has been a frequent speaker at professional conferences and training sessions on issues impacting government auditors and accountability professionals as well as for CPA firms that conduct audits of government programs. She previously served on the AICPA's Government Performance and Accountability Committee, the Government Accounting and Auditing Committee, the Single Audit Working Group, and as an observer to several AICPA auditing standard task forces. Buchanan graduated from Virginia Tech and attended the Federal Executive Institute.
 
Buchanan is the recently retired assistant director of government auditing standards on GAO's Financial Management and Assurance Team. She had responsibility for maintaining, interpreting, and promoting Government Auditing Standards, commonly known as the Yellow Book, and served as a staff aide to the Advisory Council on Government Auditing Standards. During her almost forty-year GAO career, Buchanan gained extensive audit experience on financial audits and performance audits of audit quality, single audit, and other issues. She worked on GAO's audits on the single audit process as well as the use of single audit as an accountability mechanism for the Recovery Act. 
 
Coleman is the lead accountant/CPA at the US Department of Energy. With twenty-nine years of government services experience, she held accounting roles in the US Army Corps of Engineers, the IRS, and the US Department of Agriculture. For over thirteen years, Coleman has been facilitating college accounting classes and government training seminars to work with the accounting community and to keep up with government and accounting trends. She earned an undergraduate degree in accounting from the University of New Orleans in December 1982 and a Master of Science in Management from Troy State University in 1996.
 
Leary is the comptroller for the state of Alaska's department of revenue, treasury division and the deputy treasurer of the Alaska Municipal Bond Bank. She began her career as an auditor with Price Waterhouse and became partner in the firm PricewaterhouseCoopers advising clients in various disciplines, including securities litigation and bankruptcy. Leary holds a Bachelor of Science in Economics from the Wharton School, University of Pennsylvania. She devotes her free time to developing young figure skaters at the Juneau Skating Club which she founded in 2003.
 
Riverol is chief financial officer of the city of South Miami. Prior to his leadership, the city's Comprehensive Annual Financial Report (CAFR) had thirteen reported findings, of which four were considered material misstatements and significant. During Riverol's three-year tenure with the city, the IRS and SEC issues were both resolved and the city's latest CAFR had zero findings, which was the first time in the city's most recent history.
 
Riverol is a past president of the Kiwanis of North Miami Beach-Sunny Isles and received the Kiwanis International President's Award. Riverol is also a past member of the Kids and the Power of Work (KAPOW) program, which helps teach young local students about work and the different careers. He holds a Master of Public Administration (2000) and a Master of Science in Taxation (2003), both from Florida International University (FIU).
